I believe ICC (I Can Change) is a giving hands up organization. One that unites rather than divides. One that brings out the best in people -- not just the formerly incarcerate and those under community supervision who pass through our Transitional Pre Employment Program, but all whose lives they touch -- their own families and children, and all community members who benefit from the difference they are making in the quality of life in our communities and the monumental changes they are making in themselves.
The men and women of Transitional Pre Employment Program often come from very difficult backgrounds. They are products of poverty, poor education, alcoholism, drug addiction and families broken in ways most of us cannot imagine.
Despite all of this, they come to us wanting to be productive and useful, wanting to be an asset to their families and communities. As you work with the individuals of Transitional Pre Employment Program, you appreciate their struggle to change and their gratitude for the opportunity that this program provides - structured paid work and collective caring.
We need the community and organizations to stepup to give a hand up to those returning back to the community. As you will read about what our present and future situation consider finding your way to help.
As the parole initiative entered its third year, the emphasis continued to be on field-based supervision of the offender. During FY 2003, 21 parole offices across the state staffed by 27 parole supervisors and approximately 340 parole agents supervised an average of 32,332 offenders and generated the following monthly average:
· 23,500 face-to-face contacts
· 55,074 drug tests
· 12,000 collateral face-to-face contacts
· 14,258 warrants being issued
· 14,656 placement investigations
· 58,440 offender check-ins
· Face-to-face compliance 91.75 percent
